The announcement was made in Parliament on June 25, 2025, in response to questions concerning delays in staff payments and missing staff identification numbers. Iddrisu emphasized that funding for the exercise was allocated in the 2025 Budget Statement by the Finance Minister.

The Minister explained that the recruitment process depends on financial clearance from the Minister of Finance**, which will follow the outcome of the Auditor‑General’s validation of necessary documentation. He further revealed that recruitment will proceed after the mid‑year review of the 2025 budget

Additionally, Iddrisu cited employment records indicating that 2,643 new teaching and non‑teaching staff currently lack staff ID numbers, and that 2,650 graduate teachers and 298 diploma teachers, recruited in late 2024, had not been fully entered into the payroll system

This significant drive to recruit personnel aims to address persistent challenges in the education sector particularly staffing shortages, payroll irregularities, and the need to maintain quality learning standards. The Ministry reiterated its commitment to completing the process expediently once financial clearance and internal validations are completed.
